Mei and Onooki I agree with you but..there was a whole Arc that was just about her. Also, shes been part of a lot of the main story line and been in a lot of episodes. More than most of the other characters. Doesn't that count for somehting?

No.Tsunade being a part of the story line and Tsunade being hyped are to totally different things.Furthermore, she the Kage of the village of the main character, so of course you are going to see a lot of her.
