I swear to god some people have no understanding of Hashirama's plans. "He was wrong to give out the bijuus". It is sad when I hear these things from people who actually claim to be very logical and intelligent and say they know the manga inside and out.
However, some people keep forgetting Hashirama is the God of SHINOBI. Not the god of Konoha. Throughout his whole life his focus had been ALL SHINOBI. Not just konoha Shinobi.
Childhood focus was...: Change for the SHINOBI

The plan to aquire that change was..: Konoha

Why does he save/chose not to kill Madara? for his little village? no.. For the future of the SHINOBI

Some people say ohh he was naive or w.e.. but no. He sure in hell didn't bring in more clans to the village to have fun... he brought them to unite the country and unite the SHINOBI of that country.

Now another question that will pop up after reading the above is, "what purpose did Konoha have in it then?" Konoha's purpose was this:

Then he holds the Gokage meeting. Notice how the Kages and Tobirama talk about the spreading of the bijuus to balance out the power, which was only leading to Kazekage not wanting to be part of the alliance and Mizukage threatening Kazekage and so on..until Hashirama states the REAL PURPOSE OF THE MEETING:

What was the real purpose? UNITY OF ALL SHINOBI.
Summary:
People strictly bind Hashirama to Konoha, but no the guy had a bigger purpose. Mere coincidence that even though Hashirama is the one who stated how the village would run .. but tobirama was the one to implant it? No it wasn't a mere coincidence. The dude had to set some kind of a system between the villages so they stayed connected in some way. Though is it his fault that some turned out to be retards? no. Not his fault they decided to fight of tailed beasts that were given out to hold the balance.
And then of course we have the "intellectual" people who claim that he shouldn't have given them out. Well if he didn't give them out Konoha would be the world dictator. What was stopping from people like Danzo to rise to power? Nothing. Konoha had the strongest clans of the shinobi world. Hence notice Hashirama didn't even keep a tailed beast for Konoha, except the 9-tails which coincidentally ended up being Konoha due to Madara's actions.
So, people if your gonna judge Hashirama, as a Konoha's leader then your judging him wrong. He wasn't called the God of Shinobi for just being the strongest.. it probably had atleast something to do with the fact he cared for all the shinobi... Not a mere coincidence that someone like Onoki has happy to see Hashirama back.
