I feel it's reasonable to say Hebi Sasuke wouldn't be keeping up with Bee's movements if MS Sasuke struggled. Precog from MS alone is good and well more than what CM had to offer if we exclude Orochimaru himself and the Snake Hydra. I think precog is just that strong.

Sasuke says Bee was too fast, but also highlights him being linear, so easy to track after he transforms too. I say Hebi Sasuke is overrated because I feel Tsunade and Sakura wouldn't be beheaded by him like so many suggest. If Bee is that quick compared to MS Sasuke, Sakura and Tsunade shouldn't be lagging behind Hebi Sasuke to the extent people seem to think.

Chojuro had to save Sasuke from dying against Kinshiki and he and Kurotsuchi did better job than Sasuke against him and they even showed speed slightly below their level.

If it's based on performance thus far, then you can blame the writers for nerfing and restricting the hell out of Naruto. In reality, most versions of Naruto are pretty underrated.
How the heck was EMS Sasuke overrated? If anything he was underrated. The only Sasuke that was somewhat overrated was Taka/Hebi and even then he had the feats and smarts to back most of it up.
