Most overrated and underrated characters in Naruto

For me, the most overrated are either Gaara or Nagato

Most underrated are either Hiruzen or Tsunade xd

Well, Kabuto with Edos is pretty much nr 1 in the shinobi world, I don't think you can overrate that.

Obviously he's not gonna beat a team containing Naruto, Kakashi, and a few 1000 other shinobi. Anyone who states that is insane.

Still, he ranks around top 3-5 on top ten lists regardless

As long as fanboys exist everyone will be overrated, but imo third raikage is overated . both he and the second hokage were left near death by the gin/kin force, but everyone gets the impression he's top 10

What the hell, Nagato is not overrated in fact he is underrated. He have mastered the Rinnegan and is simple a mini verson of Rikudou sennin. People even believe Hashirama can defeat Nagato when Nagato can use all base elements plus the Rinnegan to absorb the yin chakra inside mokuton.
