Most overrated and most underrated characters?

Hey peeps
So Ive been wondering what some of the most overrated and some of the most underrated characters are.
Personally I think the most overrated is probably either Itachi or Hiruzen

As for the underrated ones I have to go with Shino and Hidan

everyone is overrated. underrated is sasori, minato and kakashi though

Overrated for me would be Shisui, but that is only because he hasn't really had enough show time in the manga, and KA is what he is praised for.
Underrated would be Gai probably. Even though he has shown virtually no ninjutsu (and no genjutsu) he is still incredibly powerful.

It depends on who is someones' favorites or not, it is kind of subjective.

In terms of characteristics and/or power:

Overrated: Itachi, Sage's sons, Hinata, Minato, Sasuke

Underrated: Choujuro, Akatscuhi, Kurotsuchi, Kitsuchi, Shino, Tsunade, Lee, Neji, Temari, Fuu, Torune, Kakuzu, Sasori, Tenten, Shizune...

Overrated-Itachi(not gonna lie about that)and stupid bandwagon fools who say TenTen and Ramen Guy > Juubi

Yes because people are being serious when they are talking about the ramen guy.

I would have to say I agree on Hidan though
Overrated:Minato ( only because Tobirama probably invented his signature jutsu )
Underrated: Hidan ( he only died as fodder because of shikamaru genius )
