Better worded, the character with the greatest disparity in hype and actual feats/strength. For me I'm gonna go with Whitebeard. Sengoku's comment about Whitebeard being able to destroy the world, comments about Whitebeard being much stronger than Akainu, etc. Whitebeard is indeed formidable, but Akainu was still ambushed from behind by Whitebeard yet he still badly damaged him pretty hard, and he even survived.

So far on the base Jack has had the biggest hype, people give him the benefit of the doubt in so many scenarios simply of title and position and we've seen one fight of his against an opponent we have no real way to gauge either. So Jack.
