1.They do nothing. they always get owned like their nothing. We havnt seen any strong people them expect a handful.
2.He is weak. He uses only water style and space time. His water isnt the best. He got owned by 20 ninjas we know their elite. He almost got killed by kinaku and ginaku. wHy am i saying those two. The reason is thier not jinchurikis. They cant do tbbs. You can seal them.
3.This we all know. He got owned by naruto.Hes dumb. He dosnt teach anything specail.He is weak.
4.Ok he was old ik. But what we saw from him this what i base. He couldnt seal orchimaru. He is too soft hearted so you can take advanantage of him.He is not strongest hokage as iruka said. Hashi is stronger. Also even ems madara is also.
5.Every since he beat hidan everyone thinks hes realy strong. Hidan was dumb. He is just smart. He just spams the shadow jutsu and uses his brain. People with large chackra can own him. Like naruto in nine tails chackra mode.

for overrated? i dont know really.. pretty much all characters are overrated by a diff group of ppl

for underrated? i would say Kabuto. he is really a hated character by some ppl, and his dsm powers gets underrated compared to Naruto/Jman's sm
some ppl think Madara or another powerfull character solos his edo army, since its Kabuto using the jutsu.

Did you seriously just say that Kankuro owned Sasori ?? And no, Sasori is not overrated, he's rather underrated. People tend to forget the fact that he lost to Chiyo and Sakura on purpose... Also, if you're interested, you can look at Negative Knights thread where he explains why Sasori>Itachi

Well she isnt the smartest. She is to hot headed. She only has brute power. Only other thign is healing. There are alot more stronger people int he leaf then her.

Ok before you guys start arugieng heres my reasons
1.Tobirma didnt do anything. Hes justa water style user. We never saw his space time jutsu. He got owned pretty easily.
2.Hes called a elite trainer. Hes dumb.Naruto teaches better then him.Hes weak.Also he got owned by naruto.
3.She just a medical ninja. She always uses one justu. She just has brute power.She aint smart. She is a gambler that always loses.
4.Sasori got owned by sakura and the old lady. He uses puppets. He got owned by gaaras bro. He was to one sided mostly puppets.
5.Hes called strongest hokage by iruka. He is nothing compared to hasi and madara. He had use detah summon. HE still wasnt able to seal orchi. yea ik hes old. But we say that what im basing this on.
Oh yeah I think anbu are over hyped also.

Sasori is one of the most underrated character's not overrated.
Sakura had 3 antidotes and Chiyo was a master at the puppeteer art, so much so that she was able to conquer a castle not to mention she is the one who tought Sasori the art of pupeteering so of course she will know ways around it.

Other then that one huge fail I agree with the rest of your list.

That brute power smashed Madara's Susanoo, a lot of people think she's weak like Sakura, that's why she's underrated.
