Most over-rated and under-rated shinobis?

Overrated-Temari and Kankuro. I like them but they're jounin and they're really no better than most of the konoha 11.
Underrated- Shino. He's always been a dark horse because he doesn't get a lot of air time and he's kinda creepy.

I agree at kankuro and temari that are over rated but only neji maybe is better than them

I'm afraid I must disagree with you on this. Temari and Kankuro, like Shino, get very minimal airtime. Kishimoto has focused alot more on their brother Gaara than he has on them! We don't even get to see them that often, so we really haven't seen the full extent of their new powers (especially Kankuro). Hence they are UNDERRATED, not overrated.

Underrated: Neji, Shikamaru, Konan, Tenten, and Shino
