I don't know about the most powerful one. But I have heard that Superboy Prime took a universe shattering blast and survived, Superman snoozed away a Solar System or something. Then there are characters like the Beyonder who are above this universe.

Anyways Goku > Galaxy buster in canon. Supreme Kai said Buu was a Galaxy buster. So Goku > Buu. This makes sense too since the final clash b/w Cell and Gohan was a Solar System buster and Goku > SSJ2 Gohan.

Truly omnipotent beings like TOAA and the Phoenix Force can't beat each other. Its impossible.

Omnipotent = Unbeatable. If they are beaten, they're not omnipotent.
