She should have sent anbu after sasuke instead she sent team genin. Danzo had sasuke name in bingo book.
She was unable stop pain from destroying villiage.
She sent jiraiya alone to hidden rain.

So let's see here. Tsunade clearly explained why she didn't send jounin for the mission, or Anbu. She was avoiding war and replenishing strength. Sasuke wasn't a priority at the time. Beyond that, the Sound 4 barely handed exhausted special jounin. And the team that was sent would have succeeded had Naruto summoned Gamabunta..... that wasn't her fought.
What would Hiruzen do to stop Pain? I'll wait because I'm quite curious.
What would Minato do? What could he do? His answer to a six on one battle where he had no knowledge besides the fact that the true body wasn't there. And if he would have tried to fight actual Nagato. Lol
Jiraiya opted to go alone to the hidden rain. It was a spy mission not a fight to the death mission. He could have escaped if he wanted to. He didn't. And besides her who could have went with him that would have made a difference? And if more people had went they just would have been fighting a war in the hidden rain, as its a lot easier to recognize many enemies than one hidden enemy.

First faced alot of probulems since he is the first and stoping Madara>any other probulem
Second faced a war and alot of political probs and died like a boss in war to protect his students.....
3rd -faced alot of probulems but none of them had a big impact on village and he had sannin's during 2nd war and Minato in 3rd war and Danzo to deal with dark side,,,,,,,,,
Minato is the only one to sholder all the burden of saving village .....kyubi's attack is cmpltly dfrnt from Madara's attack ...Minato is the one to face bigger prob's and he is the real saviour,he managed to save village even if he had a ton of things to take care of .....I wil bet even Hashirama can't managed to save the village in Minato's place........
For Tsunade, she faced the biggest dstr in history but Minato or Hashirama would have stoped Pain and she had Naruto ...........

This is not strength ranking, its more like adversity ranking, and when it comes to village problem, here's the list

5- tobirama- dude dint really have much of a problem during his tenure, atleast none we know of

4- hashi- hashi's reign as hokage was quite peaceful, only problem he had was madara

3-minato- real shit happened during his tenure, i mean the single most fatal attack happened when he was hokage, this even lead to extreme measures, sacrificing himself and all

2- hiruzen- hiruzen is placed above these guys because, he experienced the most wars, and had to deal with orochimaro, who had the back up of soilders from two villages

1- tsunade- all the attacks above pales in comparism to the pain attack, during tsunade's reign, there is no single hokage mentioned above that would have stopped the mass slaughter st was meant to cause, which makes her konoha's biggest saviour

When ranking hokages dont count the slug princess out, just because she's the weakest, combat wise

lmao she only help heal the fodder when the enemy attacked and waited for naruto to save everyone
