Depends on your perspective on what you are looking for in a character and in this case, a female character.

I'd say Temari is the most likeable female character because compared to others on her level, expertise and age she is very strong. People like Mei and Tsunade are stronger but compared to their peers, they are rather weak.

She also has the most fascinating personality because she isn't obsessed with anything and has an interesting thought process.
