Kage level ninja have been shown to be able to fodderize most jounin level ninja. Your statement is embarrassing, and it only is made worse by stating that Kankuro is stronger than Sasori, which is far from the truth.

Not necessarily. Only the main jounins that are a major part of the story can potentially be considered low kage level. The problem is that old Hiruzen is a representation of what the low kage level tier looks like and there are a lot of jounins that can go toe to toe with him based on feats.

Most jounins don't get much screen time and are far away from kage level. Also, you are forgetting about Kitsuchi whom I put above Darui, Temari, Kankuro and Neji.
