Cloud villages lovation is good, sand villages location is bad. I also wouldnt want a 24/7 rain country.

The cloud village is more advanced than the Leaf, the leaf just have the best people, thus more power.
The clouds have guns, better technolgy, Mabui jutsu was pretty OP too.
