minato and shikamaru's dad 12, then probly like itachi.

The most intelligent characters in the series are...
1. Shikaku
2. Shikimaru (will suprass his dad eventually, but his dad still beats him in ch iirc)
3. Hatake Kakashi (the best in-battle tactician in the series) Now before someone says that Kakashi should be number one, I'd like to point out that a Shikimaru/his dad are no where near Kakashi's level in combat, which is a big part of why they can't come up with effective stratergies against Kage-level shinobi on the fly. They are slightly smarter IMO But Kakashi is very close, he is still a better in-battle tactician.
Minato/Itachi/Orochimaru/Kabuto
Not sure which orders those four are in ^ but they should be close

1. Kakashi (in the manga it was stated that no one is better than him at analysis, and his feats confirm it)
2. Shikaku (the "main brain" of the Shinobi Alliance. He MIGHT be more intelligent than Kakashi, but for now, manga states otherwise)
3. Shikamaru (very intelligent, but he still doesn't seem to be his dad's level)
4. Minato/Itachi (both very intelligent but I'm not really sure who's more)
Some of the rest not mentioned here might be pretty sharp, but are out of their league when compared with the five guys mentioned above.

He never intended to be resurrected as an Edo Tensei. He wanted Nagato to resurrect him. Madara is intelligent and knowledgeable, but I wouldn't say he has more innate intelligence then some of the more pronounced geniuses in the manga.
