Hiruzen hasn't got battletime yet... only as an old man whose chakra strength and speed decreased... he still almost defeated Oro who's the same tier as Tsunade

Imo the first four Hokage...I mean I do like Hashirama, but his wood techs seem kinda lame to me...that's just me.
Tobirama hasn't really shown anything imo.
Hiruzen knows all of these Jutsu, but uses about 5 or 6? Could be wrong.
Minato..I find him somewhat plain and boring. Imo FTG is a boring Jutsu. I like that he came up with it, but it doesn't seem like anything special to me.

This is all just my opinion. I would say Madara, but his attitude and the way he carries himself is more than sufficient to not make this list. He's everything I expected plus more. Please don't be upset this is just my opinion.

Definitely Itachi. An Uchiha with only Mangekyou, a disease that decreased stamina and going blind, yet people praise him.

You only listed things that justifies his hype. All this was wrong with him, yet his feats (which one must factor to even determine hype) remain.
