I'm assuming the OP means "hardcore" as being a BAMF. I'm not sure which Raikage we're talking about on the poll but both the Third and the Fourth win in my book.

The third Raikage was tough as f**k and he looked the part too. He took on Bijuus by himself, killed enemies by impaling them with his finger, and died like a champ fighting 10,000 enemies!

The fourth Raikage cut off his own arm and was willing to sacrifice both his legs just to beat a guy! His signature move is removing your head WITH HIS BICEP, and instead of using doors he'll just be a boss and punch his way in lol. You also can't acquaint him with furniture because he'll just destroy that too!

I didn't think anyone was gonna say this but this is my answer. Zabuza was the first villain to be introduced and to this day, I still find him to be the most hardcore ninja!

Oh, Kisame can be considered a hardcore Ninja, but I cant ignore Zabuza's character, life and death, because to me they are the summary of what a Ninja is.
