...I don't know why you're calling Akainu "evil". As far as he's concerned, he's protecting civilians by taking out dangerous pirates.

Replace him with Doflamingo.

He was about to kill and burn with lava a kid marine(Coby) just for speaking out of term...that's pretty ruthless...

Hordy takes the first place for me.. He was just completely irredeemable all through. Nothing good about him at all. Even Arlong looks almost like a good guy compared to him

Only Hordy is truly evil. Doflamingo too. Akainu thinks he's doing what's right. If the manga was about him, then you wouldn't be calling him evil. You have to look at it from his side as well.
