Well no one is really evil besides Kisame. Orochimaru did what he did in the search and purpose for immortality. Nagato said Kisame joined Akatsuki specifically out of spite, and thats evil.

While Hidan is definatly sadistic at least he never caused centuries of conflict between the Senju and Uchiha due to rewriting the Uchiha monument and manipulating Indra. At least he never put mind control devices and a tailed beast in a little girl and force her best friend/crush to watch while her other best friend killed her.
