I think Kabuto.
Tobi is trying to end war (kinda ironic because he's waging war and it's a totally fake illusion of peace that's basically world domination) and Hidan was religious (it just happened to be a crazy religion)
Kabuto is just pure evil. He's not even human anymore and he wants to be immortal just like Oro. Immortality + making dead people fight for you = pure evil
