in general , when he is enraged he is pretty badass
but on the whole in my opinion he is too childish to make the list

-mind****ed one of WB's loyal companions into trying to kill WB
-talked shit to Ace
-tanked the WSM's all out rage
There's your Zoro for the marines

Kizaru:
-doesn't give a shit
-laughs when his strongest attack doesn't work
-laughs when he fights his equal

And there's a few more marines who beat Smoker in terms of badassness.

personal opinion my man , i may be an arse lick
but the fact he is loyal (like zoro),he unlike a lot of marines does not follow the rule of absolute justice , this separates him from most of the other big shot marines , he makes his own rules , he is a good merciful person when he needs to be.

his short temper makes him less predictable than some characters as it is still unclear as to what triggers it (with akainu it is the cause of absolute justice , he is very predictable)
and most importantly , he has potential to be an admiral or even a fleet admiral (if he doesn't die before that) and we watch him develop over time , he is kind of like a main character away from the main characters
