Rock Lee isn't underrated, he's kinda close to being overrated when he has not even show anything past the 6th gate.
Chouji, ten ten and Shin are right where they need to be, tho Chouji might be a bit underrated.
Kankuro is underrated, the guys attack are poisonous, but lack of screen time might be to blame for this.

Ever watch that fight between Danzo's Aburame subordinate and Obito? That is pretty much what shino is capable of. That makes him underrated and underused.

Kankuro as well. He has that Sasori Puppet now which houses those 1000 puppets that conquered a country. We never got to see him use them granted but there you have it.
