Probably not since Gyuuki called Kurama out of suggesting he is the second strongest.
And taking into consideration how badly the other beasts have beaten him I doubt it is true.
Kurama may be the strongest by a large margin, but that may not hold true for the others.

Kurama says he's strongest, and 50% kurama beat 5 at once, so it's obvious that, atleast the 9 tails is strongest
And shukaku had a gaara shaped weakspot that none of the other bijuu had, So gamabunta beating him isnt as impressive.

Nine Tails Demon fox is a mischievous demon fox in Shinto lore and it either has three tails, or six, or nine. The more tails it has, the more powerful it becomes. Its most powerful form is its nine tails forms. Every tail carries chakra/spiritual energy. Since Kishimoto has borrowed several elements of Shinto Lore, it's safe to assume that the more tails a tailed--beasts has, the more chakra it possesses, and in turn more power.

So would that mean, that Naruto in one-tail form is as strong as shukaku, two-tail form is as strong as Nekomata and so on?
