well ur basic idea is good, let me rearrange it my way:

pein has devided his powers in 6 body that has been specificaly constructed( chakra receivers) to make specific kind of jutsu.

If he did want to make a fusion like u say, he'll have to work on the body he want to ameliorate, I don't see them fusing... So basically I think u got it right on the fact that they can clearly add all their jutsu, by *fusing (my way)*, but also by reducing the number of pein.

Look honestly, all the agrument u've just said: kabuto, obito,and author copying, I disagree...lol look:

Personally, I really don't like the kabuto oro fusion, that was lame of kishi, too far fetch. Then, I would be very disappointed if madara was obito, plus u don't even know if obito is madara, that's not an point! And finally, great story that are liked by a vast public are made of innovative ideas, not by copying. Each time kishi copied something it was lame.
