"hype" is a bad word to use here since it strongly implies that you are overrating the character. just call it info on the character
we have no feats of the elder/younger brother of the sage. following your logic, it would be "hype" to assume the sons are stronger than tenten (since we have no feats for them)

It has to be a mixture of both.(Good hype)
Ex:Minato has flee on sight rules across the nations. This is due to blinding speed/ftg and outmaneuvering people like raikage and obito.He was called the fastest by someone who lost a speed battle to him and by another space/time user like himself. So ill believe that hype.
Hishirama:Has zero feats but his hype comes from the man who lost to him. Madara was adamant on hashi's skills and and praised him even though he lost. Humility isn't something you see in an uchiha much less madara. But i'm not gonna make **** up. His jutsu list is only what we have seen him use as an edo and through madara's mokton jutsu's.
