I honestly believe it's just the affinities you have the potential to learn.

As evidenced by Hiruzen. If you're talented enough and blessed with the affinities. You can use them.

The rest are elements you possess. How can a ninja know what elements they can potentially use without ever using them. People are so caught up on feats, we don't need to see them use the element to believe they have it.

Hiruzen isn't evidence. We all thought he only possessed two. But under certain circumstances he was required to use more than one. If not for spiral zetsu, people would've questioned how Hiruzen possesses 5 elements.

All depends on skill I presume. Hiruzen learned all the jutsu of konoha. Meaning he was highly skilled at ninjutsu. He was using A/B rank elements of each nature.

However someone like Guy may only know low level lightning and fire techniques and therefore find them unnecessary.

Maybe there is a difference between not having ninjutsu capability and not having talent for it.

For example if you do not have legs you are incapable of running. But you can still have legs and also be not talented for sports. Gai seems like the latter.
