This is something which has been bugging me for a while now, so I thought it would be a good idea to get some clarification on the matter. This is moreso a suggestion and discussion than a question, but it relates to the RP.
As of right now, there's only some sort of clarification on
First thing about custom puppeteers is the puppet. Basically put, they don't get a puppet to start with at all unless they were allowed to use Karasu, Kuroari and Sanshouo. While this is allowed currently, they really should be Kankuro specific imo. I think either allow every custom puppeteer have a custom puppet each with the basic puppet abilities plus one more (e.g. extendable arms, pressurised flamethrower etc.) or have a standard Narutobase puppet with specific abilities and jutsu which is only allowed by custom puppeteers.
Another thing related to the puppets itself is that it's shown that Kankuro, Chiyo and Sasori can all summon their puppets through scrolls. Would this mean that everyone can use scrolls, or do they need Fuuinjutsu beforehand? Also the fact that they've all been shown to use a basic poison, not to mention there are jutsu here which state that you can use poison within puppets. I was told that you need Medical training or a Sasori bio to use poison, so this would probably need some clarification.
Lastly is the whole function on a puppet body. It's been shown that Chiyo has a puppet arm which is capable of using the Chakra Shield technique. There should be some clarification to what upgrades a puppeteer can have on themselves, like arms, legs and so on.
I just think having a lot more clarification on the matter would be beneficial to everyone. There are other small things which could be brought up, but these are the main things which I feel should be looked at.

While it's okay just for rules (no shadow clones, only 3 puppets at a time etc.) I don't feel like it's cut out for custom puppeteers, since they're allowed to technically have a whole plethora of things with their puppets.
