Tsunade wins in terms of chakra.Without her seal, it could be arguable that she has more than the other 2. WITH the seal, there is no question.

Makes sense, ability to use senjutsu means you have enormous reserves. Orochimaru's body couldn't even handle it, so he had to make his own fake version (curse mark). Tsunade should have the most though, she's part Senju and Uzumaki.
