But it's implied that he can do it with the chakra he has already collected. He'll be taking a risk, alright. But he already has portions of Hachibi and Kurama's chakra.

It might even go like this;

Perfect jinchuuriki Naruto and Bee will begin stomping Tobi out on the battlefield. Tobi will retreat, put his plan into motion without the full chakra of 8 and 9 tails, thus making his genjutsu weaker than how it was supposed to be.
Bee and Naruto will be able to snap out of it thanks to their bijuu and then the battle would carry on.
