Moon eye plan, not full proof

Is tsukuyoumi really that powerful that the whole moon eye plan circulates around it? i mean tobi wants to put the world in an illusion and not every one in the whole narutoverse world is a shinobi, infact only a small fraction is shinobi.

Its basic knowledge that gengitsu ****s with the chakra in the brain or so, and anyone who is not shinobi does not have chakra, so my question is, is tsukuyomi powerful enough to place a non ninja in a gengitsu?

Charka is essentially life force, unless you're talking about Edos, i think normal humans in Naruto also have it. The problem is they can't control it or manifest into a tangible thing.

or, even if you could see the moon maybe?? What if aliens came to the Narutoverse? Would Tsukuyomi affect the aliens if they see the moon from space? L O l

You can't "Rule the world" when you only control a small fraction of people. The genjutsu would affect all, if it didn't, why would Tobi even bother going through all the trouble he's gone through now?
