Naruto has stuck to one resolve over the course of his life. He himself may have changed, and that in turn directly affected his mantra, but never did his actual goal shift.

Sasuke changed his goals many different times, even off of a whim. He's shallow, selfish, and is super egotistical. He's lucky his brother had a hard-on for him or he would've gotten sealed during Kabuto's **** rape of the Uchiha brothers.
