Naruto's power isn't just the Bijuu, his clones, and rasengans. It's his ability to empower those around him and step up when he needs to, for the sake of others.
Examples of Naruto's growth in regards to protecting others:
He mastered rasengan to protect tsunade
He mastered his summoning to protect sasuke and sakura
He mastered rasenshuriken because he went berserk with kurama. And went over his max to protect everyone from kakazu
He mastered KCM and BM to protect the world
He mastered Tailed Beast Bomb so his comrades wouldn't fall
As long as people are in danger, Naruto will continue to grow stronger. His power is not selfish it is something for everyone.
