Personally i don't think it's a DF. When he used his weather changing powers (wind) he was touching Smoker's jitte without showing any signs of getting weakened. I think he's just got some over the top Haki. OP is only halfway through and i think there's more to CoC then just fodder killing.

Either it's his Haki or he has one of the ancient weapons (Uranus). Seems possible to me since Poseidon refers to the god of sea (Shirahoshi) whereas Uranus is heaven (storm, etc).

Well he's definitely got some Haki, I'd be surprised if he didn't. I do think he has a DF though. Summoning lightning makes me lean towards that idea but Smoker's jitte has Seastone at the tip if I remember correctly. Dragon was touching the hilt, the same part Smoker touches in order to wield it. Plus, I'm pretty sure Smoker didn't start having that Seastone tip until the war at Marineford anyway.

I don't know perhaps he's one of the ancient weapons like the mermaid princess and can control the skies, as personally I think in the battle between Gol D Roger and Shiki I think it was Dragon that caused that storm.

However I do think his Haki is either as good as Shanks or better.

However I would prefer it if he simply had Uranus as a handheld weather manipulation device. It doesn't have to be big ; we never expected a living organism to be one so we shouldn't expect a certain size or appearence of Uranus or Pluton.

I think it is probably Uranus that grants him those wind powers for the reason you stated about touching Smokers jitte.

Shenlong= Dragon Zoan , we've said it many times. And the Jutte is only Kairouseki at the tip.

I think Haki beast with Uranus is more badass and his name Dragon is a spin off as people mistook him for Shenlong. I doubt his real name is Dragon.

Imo opinion we have enough Haki beasts with people like Shanks, Rayleigh, Garp and maybe even Roger. I really don't want the series from now on to be everyone who is strong has mega Haki control on the level of Shanks.

Anyone top tier is a Haki beast. Admiral tier and above are all Haki beasts. To be strong you have to have strong haki.

Strongest creature most likely refers to him not even being an actual human. But a animal or whatever. Most plausibly a Minkmen (what Bepo and Pekoms should be).
But, even if they were both Zoans, I don't think there's a lot of people in the world who'd know Dragon is a Zoan. Hence why Kaido is known as the WSC.
