No, this is not the thery that Monkey D Dragon was an Admiral. It is linked in some sense as I think Dragon was a marine... but not an Admiral
It is well known that Garp and Roger were equal to each other (Dont deny, its manga facts) and that Garp would undoubtedly have wanted to make Dragon a Marine, so it is very likely that Dragon was in Garps ship when they fought Roger in the New World
This can also be seen when there is an extremely famous character in Roger ship who would hv been perfect for Garp
Undoubtedly, Dragon would have fought Buggy, the greatest Shickibukai of all time.

Another clue that Dragon was not a very high ranking person was this
In this pic, Thalassa mentions Dragon in a tone almost as if Dragon was a nobody. This leads me to believe that Dragon was NOT an Admireal as, quite frankly, they wouldnt really need a picture.

The most strongest and famous ppl of the future generation were just simply wannabees at this time, completely unheard of. This leads me to believe that Dragon wasnt also a very well known individual

I think Dragon was the first Yonko This would make perfect sense.
This may be a bit shady, but bear with me. So far all the Yonkos shown CLEARLY so far have been seeing wearing so far have been wearing cloaks
However, as Dragon became more anti Govenment and formed his revolutionary army, the countries he controlled would also be subjugated to harsher and harsher attacks by the WG, maybe even leading to Buster Calls on some countries
The R.A is itself proof tht Dragon was once a Yonko as we know tht famous pirates can inspire other ppl as well.
Dragon had to give up his Yonko title. I think we all know who took over the mantle from Dragon
I think Shanks became the next Yonko after Dragon. They would have had an almost Garp-Roger like relationship due to their rivalry when Garp and Roger crew fought.
It would also tie in very nicely with Luffy, as Shanks saved the son of Dragon, but also
1)Shanks is known as Red Hair Shanks
2)Shiroryu= White Dragon
