High neck hooded coat - check
Smoking a thin cigar - check
cigar is to the left side of face - check
Thin pointy nose - check
goggles or glasses - check
A hat that flops over the ears - check

That's seriously every detail about both characters matching. How could they not be the same person? Excluding twins of course.

Yup and those two things are still similar goggles to glasses and the hat styles are the same just different decorations. I concur. Also is there more of a shot of the broker in the anime scene you got? I'm curious if he was shown to be left handed or not(like holding a glass or the remote or something in his left hand.)
