The mechanics behind that ability is pretty unknown, it's not said if this is something that only works on otsutsuki or could work on anyone. Holy God has a point but we have to remember that in this series, villains happen to suffer plot induced stupidity from time to time. I hope i don't have to explain what that is.

Double post bump. I thought it a little more and in theory momoshiki could possibly absorb JJ madara. It seems he could only turn otsutsuki's into those edible stuff and madara happens to be merged with the juubi(Who's kaguya + god tree) so madara should have otsutsuki dna in him(Probably explains his appearance anyways). Before you get me with your pitchforks, this is just food for thought and it's harder said than done. It'd probably be very hard if not impossible to incapacitate madara long enough for him to become a chakra edible.
