Pre-fruit Kaguya is two steps below Full Power Kaguya in scaling.

Based on Madara going from being slower than V2 Raikage to being on the level of Rikudo MCs through becoming a TT Host, we can scale pre-Host Kaguya to roundabout V2 Raikage in stats.

Then, we can scale her further down due to also lacking at least the fruit. With Momo having gone from being troubled by adult Sasuke to completely overpowering him due to fruit consumption, she should be at least a full level below her fruit version. That would be V1 Raikage at best.

On the other hand, Momoshiki was working around Five Shadows who were deemed worthy by Sasuke, which means they are somewhat relevant to his own level in pure scaling. Sasuke himself could surprise TT Host Madara with a charge attack, so he is far above V2 RK in stats.

On top of that, Momo has a Rinnegan that could absorb anything made of energy that Kaguya uses. So he counters her Gentle Fist style as well.

Overall, he should have an easy time of it.
