The thing is that both Madara and Kaguya in weakened conditions they tanked Bijuu Rasen Shurikens... Even if the Rasengan had Rikudo chakra its still meh....
I seriously don't know anymore. The guy didn't even have the Rinne Sharingan so as to possess a power similar to Kaguya's. And it seems that he wanted her power. But he failed.

No point in it if your enemy can redirect attacks. I think that's why naruto and sasuke opt to use taijutsu for a while and it has to be six path senjutsu.
