No, Minato was a Senju. Which is why Obito said the Senju remained in power while showing all four Hokages on the mountain. The Senju are a very diverse clan, and only Hashirama had a kekkei genkai. Outside of that, they are blessed with genetic intellect, skill, etc. Konoha is, in fact, the unification of Senju and Uchiha, so those that aren't Uchiha, most likely have Senju blood in their veins. Unless you think a SECRET village accepted so many ninja nomads over the years that the original hundreds of founders from only a few generations before became virtually insignificant in ninja population.
Similarly, Uchiha aren't inherently "blessed" with a bloodline. As Sasuke said at the very beginning of the manga, only elite Uchiha possessed the capacity to awaken the Sharingan.
