Probably Mizuki from the scaling difference in part 1. Kiba was really shown but all of the vested nin were well about the academy students at the time. Welllll above. I’ll go with that off that premise alone.

Tiger Mizuki beats him, but Kiba can beat normal Mizuki.


We were shown that Chunin are mostly only mentally superior to Genin, not physically. Shikamaru vs Neji.


So it makes sense for a combat focussed Genin to be superior to a mind games focussed Chunin, in combat.


In terms of direct ability, Kiba has good instincts on his side, although we don't have a direct comparison for Mizuki in stats. Well, Neji cleanly reacting to Naruto, who Mizuki was beaten by, tells us Neji beats Mizuki at least. Arguements can be made for Neji being exceptional, but Kiba is focussed on close combat and so should not be much weaker in that regard. The Naruto Neji fought also had trained and had better energy control etc, so that stands in favour of Kiba. It also doesn't seem logical for the greatest talent in Inuzuka history to not be superior to a random Chunin like Mizuki as a genin, since guys like Minato could casually take a few on. Minato being a greator talent overall is balanced out by Kiba being focussed talent, putting all his worth into a single style of combat. Arguements could be made that Mizuki was overwhelmed by numbers, but Iruka being silent tells us that he knew those numbers were guaranteed to succeed, despite not yet knowing what power boost the energy cloak would give Naruto. Still, Mizuki does use his Fuma Shuriken which could get the jump on Kiba, but that'll be directly against the instincts that Kiba has.

Im inclined to favour Kiba, but i don't think it is a washout.
