Could you list From 1 being the strongest and 5 being the weakest mizukages.

We only know about 3 of the 5, them being the 2nd Mizukage, Yagura (the 4th) and Mei (5th).

Anyway based on opinion of who is strongest I say the following
1. 2nd Mizukage (clam jutsu + jokie boy is a crazy strong combination)
2. Yagura (jinchuriki with some control of coral jutsu, has the water mirror that nullifies all attacks)
3. Mei (she is very underrated but not as good as the others IMO)

Its a tough one between Yagura and the 2nd but I feel like genjutsu preventing the Mizukage and clam from being visible plus the addition of a rampant jokie boy is just to powerful. Yagura was rumoured to be a perfect jinchuriki, but sadly we don't really know a lot about him.

Since we have no info about the 1st and 3rd Mizukages, the order is:

1. Trollkage
2. Yagura
3. Mei
4. 1st Mizukage/ 3rd Mizukage
5. 3rd Mzukage/ 1st Mizukage
