My opinion is that Oro took DNA from Toneri to build an artificial Otsutsuki and then take his body .
Mitsuki in Japanese means : related to moon , moon light . (Oro choose his name ... And it's not related to snakes ?? WTF ?)

Interesting theory. I wonder if Orochimaru will try to take his body though. I got the vibe that he ACTUALLY cares about Mitzuki otherwise why send him to Kanoha, unless it was to make him even stronger, or maybe to get close to Sarada and Sasuke maybe?

Still it'd be an interesting twist if he does have Toneri's genes in him.

But having a Zetsu body already makes him immortal and his goal isn't to be the most powerful anymore, Sasuke and Itachi already taught him a lesson
