It's a soul transfer jutsu. The Sharingan reversed it's effects when Oro tried to take Sasuke's body, so presumably it's a type of genjutsu. In the soul transfer dimension, all the other people Oro had taken were still apart of him. There's bodies were just used up and discarded when Oro switched.


Recall Oro an Kabuto were both Leaf Shinobi once upon a time. And Oro snuck in 3 Sound Genin during the Chunin Exams. Infiltration has never been a problem for Oro or Kabuto and originally, Oro's goal was to live for ever and gather all jutsu. He only lacked a host powerful enough to sustain his soul and power.
