Dude.... Well the Anime is going to adapt the film, so I guess this doesn't matter?I haven't watched the movie either.

When we already knew that Boruto had elemental natures, and had a Rasengan which he didn't deem worthy. So he was capped, this is added to the fact that Boruto was walking into the Examinations with the mindset that if anything got too hard, he could save himself by opting for the tool device. So rather than just a nerf, it was the character's mindset.
Since you didn't watch the film, you probably don't know much about the character's mentality on the subject. But he was being bred to use the tool in every scenario - instead of opting for his natural skills. In example:If these were things he could easily use without the device then why would he use it? To conserve chakra would be a good reason, but that was never stated nor implied so it's headcanon at best.
Katasuke (the scientist who was manipulating the device onto him) stated that any hardship you face, the Kote device can save you. With the combined mentality back and forth from this guy, and with Boruto wanting to impress his father who disliked Boruto's prodigal abilities - He ended up in this situation.

Yeah.We know at max he could make 3 clones, so him using the device to create more clearly shows that he relies on it to perform beyond his limits when he's in a pinch. Based on this, he couldn't perform the Water & Lightning technique as easily through his own efforts at the time.

Boruto actually improved his clone usage during the film, however.Later when he's sparring with Naruto he uses both elements with ease. Based on his improvements with Shuriken Jutsu against Shojoji aswell as Rasengan against him & Naruto, it's clear that after the exams he trained offscreen to gain better usage of his arsenal, hence his Shadow Clone limit also improving to 4. Naruto eve4.specifically mentions his improvement with Rasengan came from training.
My point exactly. Boruto was doing things that he could do on his own, but faster. Like right after the film Boruto was shown creating a full size Rasengan, despite not wanting to put the effort in himself.Furthermore, he also used the device to make it look like he mastered Rasengan to impress Sasuke.
I would say that Boruto was using the device in terms of shadow clones (and possibly the water/lightning combination at that level) to produce techniques that he could not -- yet. However, it's hard to determine just where his potential was at.In conclusion, Boruto used the device to produce what's beyond his current capabilities, yet the anime has him doing said capabilities without the device, easily, and at a younger age.
I mean this kid was the first one to learn an A-Rank technique, and go beyond that unconsciously by adding wind release into his Rasengan. The entire movie was spilling the beans on his potential being there, but the character not wanting to work hard enough.
Like in his training with Sasuke.
If you watched the Anime episodes, Kakashi even said that him being a Chunin level (skill wise) is the reason why he's going to fail later on. They were setting up the Movie events.If academy Boruto was really Chunin level as Kakashi said, then he wouldn't have needed to cheat so much during the actual Chunin exam which he undertook months after he became a Genin.
