He pretty much displayed every feat you could expect an Orochimaru subordinate to get so there's not really much development needed from him.

In addition, he was foreshadowed to be the one that gives Boruto a new eye, he would need to learn how to use medical jutsu for that to be possible.

they showcased Mitsuki's eye with the moon in his special chapter but it didn't indicate it being transferred to Boruto

it could me that he is related to Toneri

There was symbolism and Orochimaru also used the moon/sun metaphor to explain Mitsuki's role in Boruto's team
