I'm still leaning more toward Mitsuki. He has Chunin exams Naruto beat in pretty much everything.

He's just gonna need that Sage Mode when Naruto bijuu cloaks out.

Mitsuki has some cool Fuuton Jutsus like the one that was able knock the Nue, and Raiton Jutsus like Lighting Snake. and he has cool claws similar to Killua's from HxH

and Mitsuki seems to have a better speed so I'm leaning more towards Mitsuki if Kurama's Chakra is restricted.
