Ok, some folks aren’t really getting it. Which is fine, they come from a group of folks in the fandom who usually have issues ‘getting it’ so it’s not like I’m surprised, and I’m sure there are some other folks who don’t really get it either. So, allow me to remind everyone that the Tenseigan Chakra Mode was, in fact, a form of ‘Sage Mode.’
Indeed, folks seem to have forgotten that the first Sage was, of course, the Sage of Six Paths, who, with his brother, had the Six Path Yang and Yin chakras that allowed them to enter Six Path Sage Mode, and the Tenseigan was an evolution of this, in the same way the Rinnegan produced Six Path Sage chakra and thus allowed Six Path Sage techniques.
We know Orochimaru has experimented with Sage techniques, indeed his cursed seals were developed in large part because he was, himself, unable to enter sage mode, but he still had Sage chakra, which is what the Cursed Seals ran on.
So, lets look at Mitsuki in his brief Sage technique. In it, he utilizes it to create a physical transformation AS WELL as a manifestation of chakra, in the form of snakes. The physical transformation greatly resembles that of the Tenseigan Chakra Mode, with the horn and indeed eyes that appear to be very much like a byakugan or tenseigan. It should be noted that Obito’s sage form also caused him to physically transform. So did Madara’s somewhat. Of course we also have Juugo’s ‘Sage Transformation.’
Mitsuki also creates a chakra shroud, like Tenseigan Chakra Mode, Jinchuuriki Chakra Modes, and also like the Six Paths Sage Chakra mode that Naruto assumed.
So, to back up, lets look at Sage Modes, which are a technique that involve mixing Natural Energy with your Yin and Yang chakra to create Sage Chakra, and thus grant great power. Both Frog and Snake versions cause physical changes to the body. Frog has a Toad Kata which creates an aura of chakra, invisible, that extends the reach of the person. However, this is not as pronounced.
However, we are told that Six Paths chakra is ALSO a form of Sage Chakra, and mixing that chakra awakens unique abilities. These include, as mentioned, Six Path Sage Modes by combining the Rinnegan with the Juubi, Six Path Sage chakra with the nine tailed beasts chakra, and the Tenseigan Chakra Mode too. It should be noted that one of the sons of the Sage of Six Paths, with the Sharingan, awoke the Susanoo, a chakra construct. His other utilized a chakra construct/shroud as well.
Shrouds like that only appear in the series when linked to Sage Modes of the Otsutsuki OR to Jinchuuriki.
So, lets talk about Mitsuki again. His Sage Mode cause physical transformations that appear to resemble the Tenseigan Chakra Shroud, itself a form of Sage Mode, and his eyes appear to change. He gains a shroud around him, less fully enclosing and more translucent than that of Tenseigan Chakra mode or a Jinchuuriki shroud, including Naruto’s special one. However, this shroud does function like Naruto’s in that it can grab things. The shroud takes on the appearance of a snake.
Mitsuki is referred to as a moon and his name partly means that, a symbol closely associated with the Otsutsuki. Specifically, also, with Toneri too, but more specifically, to the Sage of Six Paths brother Hamura, who had the Tenseigan. The moon is also associated with ‘Yin’ chakra, again, a link to Hamura.
So, here is the theory I posit. Mitsuki is a culmination of the modifications to genetics that Orochimaru is an utter genius at, in his quest for knowledge and mastery of all techniques, which it itself endless because new techniques can be, of course, created, which is precisely why Orochimaru is immortal, a means to an end to his quest for knowledge. Mitsuki, as a designer child, combines things he learned from experimenting on newborns (ala Yamato) and infusing material, as well as body modification on his various henchmen and, of course, himself. It’s also building off the work that Kabuto also took in infusing genetic material, and also in his studies into Sage power. He’s a master spy, and geneticist, which leads me to this: Mitsuki is a designer child combining Orochimaru’s genetic material, his Sage expertise, and an attempt to express the Otsutsuki characteristics and traits. His Sage Transformation combines Orochimaru-provided (genetically, that is) Snake Sage chakra with that of likely Otsutsuki genetics, hence his Sage Mode allows these genetics to express and thus he takes on the form of the moon-based Otsutsuki but with snake aesthetics.
And, don’t forget, he has access to a lot of Hashirama DNA, not merely the sort he used to infuse Yamato but he literally had a body from a Zetsu, which was made of all those cells (who could use Sage Chakra) and he utilized that to reinforce his other techniques, and I’d posit those are integrated into MItsuki in some ways too.
And if anyone wants to dispute the theory (and it IS a theory, obviously,) I’m glad to see folks try to poke holes but it makes perfect sense based on what we know about the series and how powers express themselves.
Metawise, we know that Kishimoto wanted to have Toneri show up more too, and this seems like a pretty big connection.
