This to me indicates she had complete control over the nine tails.
Mito Uzumaki feats based on what we know:
Kushina could use the Adamantium sealing chains which she undoubtedly learned from her clan or Mito herself
Minato's God Gate seal learned from Kushina
Hashirama's God gate seal used on Juubi
Piecing things together we can conclude that.
Mito Taught Hashirama Fuinjutsu which she then taught Kushina who taught Minato.
Furthermore based on the first image provided. Mito used the Ninetails to give support to Hashirama. Maybe it was some form of Chakra boost (May not have been KCM or BM) but I imagine Mito was so strong in keeping the nine tails suppressed that she could use his chakra for herself or others.
With this stated I imagine Mito with Kushina's sealing feats and Hashirama's sealing feats combined with Kyuubi chakra boost to enhance her strength could have potentially been 10 (Without Riku folks) and top 15 with Riku folks.
