Im sure it just was her special ability. Naruo kinda has it too, since he is uzumaki but its too weak on his own. The powerful yang chakra empowers this ability to the point where its viable.

This implies that Tobi was expecting to draw naruto out to get rid of his Zetsus, since he would be the only one capable of doing so. This also entails that Tobi had knowledge that Naruto could obtain this ability. Where did he get that knowledge? well he did mention Mito...

The reason why naruto's KCM cloak is different is because of the uzumaki seal placed on his stomach. The seal on naruto may have been the same as mito's, allowing for KCM
