We all are missing something in NarutoVerse and it's beacause we still live with the impression that the tailed beasts are just tools ( in our subconcious.. U know i'm talking about: the first impression counts forever).
Anyway: Summoning the 10 tails means to morf all the other 9 tails in to one entity.
Madara, he did it but the 9 tails thoughts weren't of joy or friendship. Mostly anger and the dire need to see him dead.
Madara => Forced their thoughts and feelings => Negative feelings -> low power, no desire to help.
Naruto => Friend with all of them. THey even gave him a fist bump with whatever it was because they wanted.
What i'm saying is that Madara's power will never be at it's fullest. No human can know what the tails knows. He will never unlock all their power because he is not them.
That's what friendship means. Knowing that those near you, will do whatever they can to help.
