Miss understanding about chakra level

Well, I only got few words and would like to know how much chakra a bijuu can have because lately I've seen load of people being stated as having more chakra than Bijuus.

Let's have a look at this.

"Raikage's chakra are still growing. These are tailed-beast levels!!"
Above lies Karin's speech and note she said it still growing and then said afterwards it was tailed beast levels but Raikage's chakra didn't stop growing as she said "Raikage's chakra are still growing" then it means he has more or equal chakra comparing to a tailed beast.

Don't say it might be equal to one tailed beast and totally different from the 5 tailed beast for instance... Well let's have a look at this right below here:

Hachibi says "strength isn't determined by the number of tails one has" which also means 4th Raikage's chakra level can even be higher than most tailed beast having only Kurama to face it as the one whose has higher chakra level.

3rd Raikage once was said he fought for one month using his chakra shield non-stop?
But even if there ain't people who believe then what you think about him tanking a most powerful jutsu Naruto had(if not the most then one of the most) and didn't even bother about taking it. Anyway as 4th's father then he might sure have a brute chakra level too.

Now assuming people have more chakra than those then is the same as saying that those people has quite the same or higher chakra level than bijus, then why the hell are bijuus so important for it's chakra and few more things? :shrug:

Because Chakra is at that level is known obtainable or reachable by Tailed-Beast. It is unknown about the Tailed-Beast Levels, but apparently reaching their level is pretty high.

Strength isn't determined by chakra. Just because someone has more chakra than someone else, it doesn't mean they are stronger. For instance, Kid Naruto got his ass kicked by Tsunade with one finger despite having his chakra and the kyuubi's chakra. Insofar as strength not being measured by the number of tails I agree, but I do think chakra levels can be measured by number of tails.
Naruto's FRS works on a tiny level. It's not powerful in the traditional sense. It attacks points so small it kills rather than creating large damage. Which means the small wind attacks simply weren't strong enough to hurt the 3rd Raikage

Sure it's pretty high reaching tailed beast chakra level but people are stating that lot of ninjas have more or equal chakra level than tailed beasts.

I actually believe Shukaku is stronger than Hachibi and now you're saying 1 tailed beast chakra level can beat 8 tailed beast chakra level?

I know that chakra levels aren't "only" what makes them strong.
But they don't seem to have a brutal difference in chakra level among them. They all have quite the same chakra level, and it's what I believe.
